The covers have come off Time & Place’s plans for a 22-storey apartment tower on a prime South Melbourne street that’s undergoing a transformation.

Park Street Development Partnership Pty Ltd—ASIC documents list Time & Place executive directors Tim Price and Christopher O’Keefe as its officer holders—has submitted a planning permit application with the Victorian Department of Transport and Planning to develop the site at 60-70 Park Street.

It comprises 297 apartments, 128sq m of ground floor retail space, 108sq m of coworking space and 86 car parking spaces.

The 2050sq m site is 70m from the Kingsway Intersection and consists of lowrise office buildings up to three storeys, surrounded by buildings of around 11 and 14 storeys, such as those at 88 and 50-52 Park Street.

Along with the broader St Kilda Road neighbourhood, Park Street is undergoing significant change. 
 
The wider area has been subject to a new overlay, with higher buildings that have setback podiums of five to six storeys on the rise as the Port Phillip area leans into higher development. 

The Time & Place application highlighted that many Park Street properties remained lowrise but have future development potential following lot consolidation. 

The area is also being reassessed by developers in light of the new Anzac Station, which is 330m south-east of the site.

Time & Place’s report said the station would “significantly enhance access to the area [and] catalyse mixed use development and public realm improvements”. 

Time & Place’s proposed development represents “an opportunity to contribute a high quality development in this sought after South Melbourne inner city location,” the report said.

It would offer a total gross floor area of 27,325sq m.

The residential component would comprises 10 studio, 102 one, 163 two and 22 three-bedroom apartments. 

Time & Place’s planning report said this would allows it to cater to a “broader spectrum of the market” and contribute to Port Phillip’s housing diversity.

The project is also requesting a higher building height than the mandatory building height of 60 metres.

Time & Place’s project has a reported development cost of $125 million. 

Its planning report said that the building responds to the diverse neighbourhood character, and amounted to an “intensified redevelopment of an underutilised site” 2.7km from the Melbourne CBD. 

Time & Place remains active in Sydney and Melbourne and recently unveiling a builder for its $500-million Park Modern development, which is 400m from its latest Park Street project. 

The developer also broke ground on its first Northern Beaches project last year, a $100-million joint venture with NPACT.
