Residential Line-Up for Gold Coast’s First Surf Park Takes Shape

Every year an estimated 50 million to 80 million waves break along the Gold Coast’s beaches, drawing surfers from around the world. But one wave is on the horizon that promises to shift the paradigm —not only in the water but across the city’s development sector. And it won’t be breaking on sand but in a concrete lined lagoon about 10km inland from Surfers Paradise, the beachside brand upon which the city was built. Mind you, it is still at least two years before the Gold Coast’s first paid wave will be ridden at Luke Altschwager’s Palm Valley surf park and golf resort in suburban Parkwood. For the golf pro-turned-property developer it has already been a long paddle. However, after several years in the planning—including three years of reworking and refining the build strategy since gaining approval in December of 2023—the $500-million-plus project is finally on the cusp of moving from concept to contract and construction reality. “We think we’ll be in construction this year,” Altschwager said. “It’ll be as soon as the builder can ramp up.” Next week at The Urban Developer Urbanity-26 conference on the Gold Coast, he will be making a major announcement. It relates to the first of some “large partnerships” that will drive the project forward—in particular, the development of its vertical residential component. ▲ Luke Altschwager with three-time world surfing champion Mick Fanning, a key project partner, investor and the official ambassador for the Palm Valley scheme. Meanwhile, Altschwager says the project—a fully formed, de-risked development platform, as he describes it, underpinned by low gearing, strong valuations and government support—is now in the final throes of locking down the capital stack. That capital push dovetails with a looming tender process. Tenders will go out at the end of July-early August—covering the next-generation surf lagoon, substantial hospitality component and key civil works—with three shortlisted builders vying for the job. Once the capital stack is finalised and a builder appointed, the first visible works at Parkwood will be a heavy civil program. Bulk earthworks, sewer diversions, power augmentation and reconfigured car parking will be required to keep the existing golf and hospitality operations trading while the new precinct is built around them. “Within nine months of soil break the lagoon will be getting concrete… so we’re talking concrete by September, October next year.” From there, the lagoon becomes a major engineering project in its own right. The basin pour, balance tanks and structural works are expected to run six to eight months, followed by installation of the wave making machinery and a $5-million filtration system. “It’s not like a residential pool and you’re done in eight weeks,” Altschwager says. “The pool is probably an eight to 10 month build once you’re past bulk earthworks… it’s a big build.” Together, that pushes “first waves” in the lagoon to at least two years after civil works commence, with a more conservative horizon creeping towards two and a half years. ▲ Tenders are due to go out by mid-August and include building the next-generation surf lagoon. Three builders have been shortlisted. Yet the real story—for developers, builders and investors— lies in what is being built around that lagoon: a diversified mixed use leisure-anchored ecosystem. Stage one —the 240m-long surf lagoon, new hospitality precinct and upgraded golf course—is budgeted at about $138 million in build costs, backed by about $30 million in specialist infrastructure supply agreements covering the German-developed Endless Wave surf technology, filtration and other critical systems. A 10 per cent contingency is already baked into those numbers, which Altschwager says are underpinned by a near complete design and documentation process funded in equity before the debt is drawn. Beyond that sits a $160 million to $170 million lowrise luxury villa enclave with a $115 million debt piece, as well as a longer term $300 million vertical residential pipeline. Originally envisaged as nine midrise towers, the scheme has already been rationalised to five and a more efficient built form. The next step is a potential consolidation to two taller towers accommodating a combined 200 apartments, enabled by floor plates of about 10 apartments per level and unused height capacity that allows additional storeys without breaching existing controls. Enter the yet-to-be announced incoming partner, working alongside BDA Architecture, to deliver a sharper vision for Palm Valley’s residential skyline by refining carpark to vertical efficiency, staging and product mix once the surf lagoon and hospitality components are under way. Taken as a whole, Altschwager estimates the combined real estate and operating business now stands at an end value “well over half a billion dollars”. Crucially, leverage is being kept deliberately low. “We’re gearing this very low, less than 40 per cent leveraged. It’s real estate backed in its core,” he says. ▲ The first stage will include hospitality areas as well as the surf lagoon, which will could take 10 months to complete. That approach, according to Altschwager, is resonating with both private debt and international institutional lenders, helped by a $4 million contribution from the Queensland Government that effectively lowers the blended cost of capital and de risks the equity slice. Another ace he has pulled from his sleeve is the backing of world champion surfer Mick Fanning for the project. “He’s been approached by a lot of projects but I think he likes the diversity in ours.” The real estate backdrop, the hospitality and, of course, the waves. “If I had to sum it up Mick brings credibility,” Altschwager says. “He’s playing in the full game, the long vision like an equity participant, which is huge for us because it’s more than an ambassador, it’s someone who actually believes in the project.” For the Gold Coast, the spectre of that first inland wave is finally starting to loom large over the city’s next phase of growth—another step in its evolution from speculative boomtown to a maturing global lifestyle market. As for Altschwager, after a long paddle the project is finally starting to resemble a set wave and he is carefully positioned, fully committed and ready. “It’s becoming very real,” he says. “For me, being patient is the thing I’ve found the hardest…you just want to run, but running in a project like this is the reason why they don’t get off the ground, so we just solve each problem one by one, that’s the best plan.”
