State Issues Call-In Notice for Dreamworld Masterplan

A call-in notice for the proposed Dreamworld Masterplan, a major mixed-use tourism and housing development on the northern Gold Coast, has been issued by the Queensland Government.

The decision followed a direct request by City of Gold Coast Mayor Tom Tate, supported by Dreamworld and other key stakeholders.

The call-in notice allows Deputy Premier Jarrod Bleijie to assess whether the development application considers all State interests, including housing supply, tourism and economic development, environmental protections, and infrastructure provision.

The application, filed by Coast Entertainment Operations Limited, proposes a 55.3ha precinct next to Dreamworld and WhiteWater World.

If approved, the application would establish a masterplan to guide the future development of the site, including tourism, business, community, recreational, and residential uses.

The proposed development would allow Dreamworld to expand its landholdings into four key precincts: the Major Tourism Core, Nature-Based Tourism Precinct, Gateway Precinct, and Town Centre Transition Precinct.

Bleijie announced the request for a call-in notice in August of this year.

The government said the call-in notice reflected its focus on new housing and tourism opportunities, following the release of Destination 2045, the state’s blueprint for domestic and international tourism.

Bleijie said the call-in notice highlighted the proposal’s significance for Queensland’s long-term housing and tourism priorities.

“The Dreamworld Masterplan could be a once-in-a-generation opportunity to transform underutilised land into a vibrant mixed-use precinct that supports tourism, more housing, and long-term local jobs,” Bleijie said.

Calling in the application allows the State to take a holistic view of the development, ensuring local road networks are properly considered, he said.

City of Gold Coast Acting Mayor Mark Hammel welcomed the decision, saying it would support further investment and local jobs while increasing housing supply.

Dreamworld chief executive Greg Yong said the call-in was a turning point for the northern Gold Coast.
