Developers Get into Groove as Vinyl Generation Rocks Seniors Living

The evolving seniors living sector has received a bump along as new legislation sets fresh parameters and sharpens focus. The Aged Care Act 2025 that came into force on November 1 brings with it design rules that put safety, independence and wellbeing front and centre. The days of institutional beige decor schemes, bingo halls and bowling greens are fast disappearing as the Act adds fuel to the fire that the new generation of retirees is stoking. Architects and developers are responding to the needs of a demographic that has lived loudly and refuses to age quietly. Woods Bagot associate principal Blair Parkinson says the industry is now designing for a very different demographic. With projections more than 1.5 billion people will be aged 65 years and older by 2050, it is one of the world’s fastest-growing demographics. The Vinyl Generation—post-war baby boomers and early Gen-Xers who grew up on rock records and rebellion—wants something radically different for the latter stage of their lives. They’re demanding environments that support ageing in place without constraint. Parkinson says this cohort expects communities built around independence, connection and genuine freedom. “Retirement living isn’t less, it’s more of what matters: access to healthcare, meaningful community and spaces that reflect who you are,” Parkinson tells The Urban Developer . “These are homes that carry through the best parts of your lifestyle while letting you age in place with confidence, comfort and maybe even a cocktail.” Guidelines driving change The National Aged Care Design Principles and Guidelines have become the new standard for fresh builds. Facilities need to support private, independent living while keeping people safe and environments accessible. ▲ Woods Bagot associate principal Blair Parkinson: Forget everything you think you know about retirement living. Today, amenities are the main attraction. Communities feature wellness centres, creative studios, gyms, cinemas and wine bars. People want lifestyle and experience, not just functional boxes. St Clare in Melbourne’s Kew, developed by VMCH, for instance. Woods Bagot reimagined the 16,000sq m site as a village built around dignity and human connection. The plan breaks everything into smaller, human-scaled buildings linked by open walkways, landscaped courtyards and generous amenities. There’s a wellness centre, cinema, library, greenhouse, community gardens, arts and craft studio, pool, gym, chapel, golf simulator and dining spaces. A speakeasy-style bar sits tucked beneath the main dining area. Low-lit and acoustically tuned, it’s designed around the Australian bush at night. “At St Clare, amenity is experience, designed around how people want to live, not just what they need,” Parkinson says. “The ambition is clear: create environments that age as well as the people who live in them.” Half of the site stayed as open space. The designer and developer didn ’ t cram in more apartments or push for maximum yield, but rather focused on quality of life—or end of life. Most older people want to stay in their homes as they age. More than 68 per cent of Australians aged over 55 say they would prefer to age in place rather than move to a facility. Parkinson says the Vinyl Generation wants homes that adapt quietly to these changing needs. Delete Design details at St Clare ( above ) include ovens at standing height, drawer-style dishwashers, easy-access cupboards, wide hallways and bedrooms big enough for treasured furniture or mobility aids. “It’s practical, never clinical,” Parkinson says. Nature as infrastructure Bringing nature into buildings has become essential, not decorative. Details reference the surrounding landscape, from preserved white gums outside to native botanical touches within. Australia’s 2021 Royal Commission into Aged Care Quality and Safety stressed the importance of spaces that nourish mental and emotional health. Biophilic design delivers exactly that. At Woods Bagot’s Northbrook Arrowtown precinct in New Zealand ( pictured at top ), buildings follow the land and frame views of hills, water and forest. Pathways run alongside Mill Creek, connecting homes with outdoor spaces for gardening and quiet moments. New standards, new solutions Brendon Orth manages commercial systems and specifications nationally for Capral—a supplier of aluminium products, including security barriers and window and door systems. “The Aged Care Act 2025 is a turning point for how we think about safety in the built environment,” Orth says. The Act requires access to outdoor areas and courtyards, which means certified screening solutions. Orth says architects are clamouring for safety features that don’t ruin the look. “We’re seeing a rise in intergenerational integration, blending aged care with childcare, student housing and community hubs,” he says. “At the same time, increasing urban density is driving facilities upwards, making secure balcony and window systems more important than ever.” The Lady Small Haven Retirement Village at Benowa on the Gold Coast shows where things are heading. Multi-storey buildings for independent living sit alongside single-storey cottages and other shared facilities. ▲ McNab’s Lady Small Haven prioritises intergenerational integration and dementia-friendly design. Designed by Deicke Richards on behalf of Churches of Christ Queensland and completed in 2020, the project built by McNab includes an outdoor pool, clubhouse, cafe, landscaped gardens and barbecue areas. The 65 one, two and three-bedroom independent living apartments all hold gold or platinum certification under the Australian Government’s Liveable Housing Design Guidelines. Designing for dementia Interior design strategies optimise for dementia-friendly spaces—another urgent need expressed in the Act. Australia currently has 433,000 people living with dementia. By 2054, that number is expected to be 812,500. This thinking extends beyond aged care into mental health. The $83-million Cairns Mental Health Facility includes sensory gardens, bay windows in each room and enclosed verandas to prevent falls yet keep people connected to nature. Built by Hutchies, the three-level, 53-bed facility overcame challenges including building next to a hospital. According to Orth, the Act is driving demand for safety solutions that enhance rather than compromise design intent. The 2025 legislation means multi-level facilities require certified fall prevention systems, but the influence extends beyond aged care. Orth says there will be increased demand in the residential sector for “safety, autonomy, dignity and connection to outdoors that apply to aged care facilities, under the Support at Home Program,” Orth says. “Our mission is to support environments where older Australians can thrive … while enhancing the aesthetic and functional goals of modern aged care design.” Parkinson says the design philosophy driving the sector’s evolution under the new regulatory framework focuses on “more of what matters”. The design brief is simple but demanding: “Make it beautiful. Make it flexible. Make it feel like home, but better,” he says. “The ambition is clear: create environments that age as well as the people who live in them. “The Vinyl Generation isn’t winding down. They’re curating the next chapter—one built on independence, identity and intent.”
