BtR Tower Between Highway and Perth’s Swan River Comes Up Trumps
This week’s approval of a 17-storey build-to-rent housing tower may make it third-time lucky for the development of a 2826sq m plot in a Swan River precinct 2km east of Perth’s Burswood casino.
Rolling the dice at Western Australia’s metro inner development assessment panel on August 26 for a site between the scenic river and Great Eastern Highway at Rivervale was 3 Oceans Property Pty Ltd.
The company—directed by three members of the Ma family, Xibo, Rongbin and Lin—was granted approval for the build-to-rent project at 3 Hawksburn Road. The Applecross-based relatives can now build their $65-million tower of 139 apartments at the site that adjoins the highway.
In moving that the tower be approved, panel deputy chair Francesca Lefante said the project’s form, scale, design and height were appropriate.
“[The tower] has a good street interface,” she said.
“It is good to see further residential development ... in this corridor and it has excellent location and proximity to Great Eastern Highway, providing public transport and other modes of transport.”
Panel member Peter Lee said the project was “very good”.
“It seems to be ready to go and we have a desperate need for housing in places like this,” he said.
The development is proposed to have three office tenancies, one restaurant or café, 24 bicycle bays and six E-scooter bays.
The tower is the third proposed for the site after the panel approved a nine-storey project in 2015 and a 15-storey development in 2021. Both approvals have since lapsed.
The vacant development site in The Springs high-density precinct is bound by the river, the highway, Brighton Road and Graham Farmer Freeway.
