Victoria Seeks Gasworks Developer, Suburban Rail Loop Input

Development Victoria's render of the Fitzroy Gasworks project which is expected to deliver 1200 homes.

The Victorian Government is pushing ahead on key cityshaping projects and is seeking a development partner for its Fitzroy Gasworks Precinct. 

An expressions-of-interest (EOI) process is open for developers for the last stage of the Fitzroy Gasworks Precinct, Parcel A, which will include 350 homes, 20 per cent of which will be affordable housing. 

The last stage will account for 30 per cent of the total 1200 homes within the entire 3.9ha Fitzroy Gasworks precinct. 

Parcels B and C, accounting for 70 per cent of the project, will be delivered by the Inner North Collective Joint Venture (INC JV) which won the bid in 2024. 

The INC JV consists of developers Assemble and Milieu with builder Hickory and superannuation firms HESTA and AustralianSuper.

A request-for-proposal process for shortlisted bidders will follow the EoI campaign when it closes on Thursday, April 17, 2025. 

The Victorian Government has also called for public consultation and feedback on the Suburban Rail Loop’s draft planning scheme amendments and structure plans.

Proposed Key Directions were released last year for six Suburban Rail Loop East neighbourhoods, including Cheltenham and Box Hill, with community consultation shaping the draft structure plans.

The amendments announced this year allow projects meeting specific criteria to be fast-tracked through the planning process.

There were also varied height limits based on distance from core areas around transport nodes and hubs.

The goal is to deliver 70,000 homes around key transport hubs as part of an overall goal to address the housing crisis.  

Construction work on the actual SRL East project has started at all six stations and the train stabling facility. 

Tunnel boring machines will start work in 2026 after arriving this year with trains scheduled to take on passengers in 2035. 

Public feedback on the structure plans and planning scheme amendments can be submitted until 11.59pm on Tuesday, April 22, 2025. 

The structure planning process is expected to be finalised in 2026.
