Six Years Out, Pressure of Olympic ‘Pyramid’ Puts Squeeze on SEQ Developers

Tick-tock, Brisbane. If the back-of-the-beer-coaster arithmetic is anything to go by, it’s going to be a brutally tight finish. As of today—July 23, 2026—we are exactly six years out from the 2032 Brisbane Olympics, leaving a rapidly evaporating 52,560 hours before the opening ceremony illuminates the River City for the rest of the world to see. Is it enough time? Well, that’s the multi-billion-dollar question. History suggests host cities burn through up to 100,000 hours of gruelling preparation from the winning bid to the lighting of the Olympic cauldron—with up to 60,000 of those hours devoured entirely by early works and hard-hat construction. Queensland’s $7.1-billion Games Venue Infrastructure Program is only just entering into that high-risk delivery phase. Early works for major projects—including the new $3.8-billion, 63,000-seat main stadium at inner-city Brisbane’s Victoria Park—are being rolled out, with the bulk of the 17 new and upgraded venues slated for completion between 2030 and 2031 to allow for critical test events to be staged, security protocols finalised, and the logistical machinery of the Games to be stress-tested. However, who will build the key venue that hosts the opening and closing ceremonies and athletics events is yet to be locked in. Two consortiums—Built Australia/Sacyr and John Holland/BESIX Watpac—remain in contention under an early contractor involvement process. Meanwhile, the clock keeps ticking. And with multiple mega-projects—including the construction of four athlete villages in Brisbane, Gold Coast, Sunshine Coast and Rockhampton—running simultaneously, the stakes don’t get much higher. ▲ A rendering of the $3.8-billion, 63,000-seat main stadium at inner-city Brisbane’s Victoria Park. The raw, unvarnished numbers suggest if any part of the pipeline hits a single snag from here on out, the contingency buffer is now essentially non-existent or—at best—razor thin. Any misstep would likely trigger a last-minute scramble to finish venues, resulting in severe cost overruns driven by frantic labour competition. (Note: Cost overruns are an established norm when it comes to hosting the Olympics. The last three summer Games alone exceeded their budgets by 185 per cent in real terms.) But it is the private sector that would be the ultimate casualty. The stress fractures are already appearing as the Olympic crunch looms on the not-too-distant horizon and optimism about the Games collides with hard constraints on labour, materials and delivery capacity. “Every single developer that I speak to is talking about the stress that they have in terms of getting builders on board,” Charter Keck Cramer national executive director Richard Temlett says. “They’re very worried about their subcontractors moving from their residential projects onto the Olympic villages and the infrastructure projects, just because they’re much more lucrative.” This impending competition between public and private work is expected to intensify over the next 12 months. The honeymoon is over For seasoned developers such as Consolidated Properties Group chief executive and chairman Don O’Rorke, the stark supply-and-demand equation—factoring in the unforgiving timeline of the Games build-out—has shattered the Olympic honeymoon phase, transforming the atmospheric buzz of 2032 into a tangible and powerful market force. But he notes the so-called “Olympic effect” is set to act as a massive accelerant and amplifier of structural pressures that are already straining the South-East Queensland market—including, but by no means limited to, an existing labour shortfall forecast to peak at around 46,000 by 2028-2029. “In mid‑2027 there’ll be a confluence of factors,” O’Rorke says. “One is that the Olympic build will be actually under way. The second is that the state government build comprising the deferred hospitals, schools and infrastructure will be under way.” But wait, there’s more. ▲ Brisbane-based developer Don O’Rorke says the stark supply-and-demand equation has shattered the Olympic honeymoon phase. “The [construction sector’s] Tier 1 EBA is up for renegotiation. Probably the administration of the CMFEU will be over, and finally the 2028 election cycle will have begun,” O’Rorke says. “So, in aggregate, those are all really significant factors which can only spell instability and high pressure.” From the 45-year perspective of Consolidated Properties, O’Rorke describes the current conditions as “undoubtedly the busiest time we’ve ever had”—shaped by a potent mix of population growth, demographic change and an approaching wall of public and private construction. At the macro level, he says, South-East Queensland is effectively already operating at maximum capacity as evidenced by its historically low vacancy levels. “Office vacancy is at a record low. Residential is at a record low. Industrial is at a record low. Retail is underserviced, as defined by square metres per population. “We’re basically full, and people continue to come to SEQ at the rate of 1000 to 1500 a week. “The other significant demand driver is demographic shifts.” In particular, he cites the baby boomers selling their big houses and moving into apartments. “The demand drivers exist and will continue to exist. And for us, that’s created the busiest time of our history.” But there is no doubting the Olympic capacity squeeze that lies ahead—as well as the fact that it is already reshaping the strategic behaviour of major players like O’Rorke. ▲ Charter Keck Cramer’s Richard Temlett: Every single developer that I speak to is talking about the stress that they have in terms of getting builders on board. “The build for the Olympics will happen, there’s no doubt about that—if for no other reason than Queensland pride,” O’Rorke says. “But to put it in context—and to use round numbers—the Olympic build is $10 billion out of an annual construction demand of $100 billion in Queensland.” Capacity fight at base of ‘pyramid’ The real pressure point will be allocation of capacity, not total spend. “We’ve got plenty of capacity to do the Olympics,” O’Rorke says. “Where we run out of capacity is if you think about it like a pyramid where the Olympics is the top. The next layer down on the pyramid is all the state government stuff, and then at the base is all the private sector stuff. “All the contractors are going ‘We just want to work for the government, get paid, get good margin, good consultants, good work’—it’s a no-brainer. “But that means what capacity is left we’ll all have to fight over at the base of that pyramid,” he warns. Not that O’Rorke is waiting around to become one of the casualties. Armed with an ironclad delivery partnership with old schoolmate Hutchinson Builders chairman Scott Hutchinson, he has strategically frontloaded his pipeline—launching “a year out from everyone else” to get ahead of the inevitable resource war. “That means we’ll be able to get our stuff built… but it’ll be at the same price as everyone else is paying, and with the same program too. It’ll be expensive, and it’ll take a while, but at least we’ll get ours done. “There’ll be lots of other projects that just won’t get built.” ▲ Consolidated Properties Group boss Don O’Rorke and Hutchinson Builders chairman Scott Hutchinson. Temlett agrees, an inflection point is fast approaching. And the sheer intensity of the Olympic infrastructure boom will be inescapable within 12 months—dictating the terms of Queensland’s development landscape, forcing much-needed residential projects into direct competition with the government-backed Games mega-projects. “And to be honest, the infrastructure will win,” Temlett says, the major concern being that South-East Queensland’s shortage of housing is “going to get even worse”. “Brisbane will get through it and do fine,” he says. “But while it’s very exciting and it’s going to transform the city, there’s a lot of risk right now.” Silver lining to be found However, there is a flipside of unprecedented opportunity to the pressure cooker of extreme market stress created by the preparations for the 2032 Olympics. At the same time, the Olympics are driving a more visible, tangible shift in how Brisbane is perceived globally—in particular it’s investment profile, O’Rorke says. International sovereign wealth funds and institutional investors—based in United Arab Emirates, Singapore and Europe—are increasingly treating Brisbane as a core allocation rather than a satellite market, a shift he links directly to the certainty and gravitas of the Games. One of these is the Abu Dhabi Investment Authority (ADIA). “The world beats a path to the door of ADIA to get money from them,” O’Rorke says. “They have the option to invest anywhere they want and Brisbane's all of a sudden on their radar…it’s a good thing.” It also underlines the transformative power of the Olympics, an event poised to shape Queensland like no other, he says. “You think how big the two Commonwealth Games [in Brisbane in 1982 and the Gold Coast in 2018] and World Expo 88 were for Brisbane and South-East Queensland. “They were real trajectory changes. The Olympics will be that on steroids.”
